You're both right, according to Elizabeth Shown Mills, in her book
"Evidence! Citation & Analysis for the Family Historian":

"When we use a published source or other derivative work, if the author
provides a citation to an original document (or any other source), it is
neither safe nor ethical for us to cite the other unless we actually
consult it.  We must cite what we use, and credit should always be given
where it is due." (p 29)

About FHL Microforms, she writes "Records of local, state and federal
governments held by the library in microform are commonly cited in the
same manner as those records would be in their original depositories
--by copying the label precisely from the filmed book or file, rather
than by copying the FHL label.  When using an FHL copy of a National
Archives microfilm, we should identify (from the beginning of the roll)
the name and publication number of the NA production, as well as the
roll number within that production.  It is also wise (but not
obligatory) to add a notation that the FHL film was used.  Sometimes the
FHL edition differs from film editions of the same record elsewhere, and
any film edition could omit pages found in the original" (p 33-34)

She goes on for several more paragraphs about citing FHL microforms.  I
would highly suggest that all genealogists get a copy of this precious
little book and be very familiar with the "rules" that she sets forth in
it!
