Sorry... that must be some kind of "local thing"... 

BTW... so far, (to my knowledge) there is no law anywhere in the US which
REQUIRES one to have a license to drive.  Would that to be true!  Would take
the whole "driving is a priviledge, not a necessity" thing out of the loop.
