Ummm I know in Michigan that you must be the guardian or the person in
question to get a Birth Certificate.

And in both Michigan and Oregon, if you drive w/out a valid license, it is
very much against the law.  Not to mention, in order to get insurance, you
need a license.  Oh and in most states, driving w/out insurance, is very
much against the law.

I hope I never live in your state.
