Hope this will help to answer at least part of your question.... If you do
find out about another photo program that will work, please let me know :-)

Using Adobe Photoshop Elements>File>File Info> you can add a title, author,
caption, copyright status and web address to each photo. This information is
saved with the photo file. 

When the photo is selected to link within Legacy a 'pop-up box' will show
there is data in the photo file and asks if you would like to include the
data. Answering yes will place the (Adobe) Caption field text into the
(Legacy photo file) Description field, (nothing goes into the Caption and
Date field within Legacy). The title, author, copyright status and web
address information (written while in Adobe) does not transfer with the file
into Legacy in anywhere that I have found.

BUT a drawback I find is that this same information does not appear to be
readable in Windows Properties dialog pop-up (locate photo in file>right
click>properties)... And if you fill in the info via the Windows Properties
screen it doesn't transfer into Legacy with the photo.... 

Sure wish I could find a way to make the data readable in Adobe, Microsoft
and Legacy!

To make a long explanation a bit shorter.... In Adobe Photoshop Elements
part of the info will transfer to Legacy, but won't be displayed within the
Properties pop-up in Windows
Info written in Windows Properties Comment tab will show on the Windows
pop-up but does not transfer to Legacy at all.

I can't answer this question directly, but will add a tangential 
question:  a year or two ago, someone on this list mentioned how happy they 
were with some software that organized and labeled the photos they kept on 
their computer.  The label (description) stayed with the photo; IF I 
remember correctly, they used this in conjunction with Legacy (but I might 
be mis-remembering that part).  Anyway, I now have enough photos on my 
computer that the organization is becoming unwieldy, and I'm hoping that 
someone remembers what program that was, or can recommend something similar 
that they've used and are happy with, and please also tell us whether they 
use it in conjunction with Legacy.
