In the case of St. Louis, it is both a city and a
county with the same borders and (to an extent) two
different sets of bureaucracy.  They're currently
trying to revise the charter to "streamline" it.  For
Legacy purposes, I record it as St. Louis, St. Louis
City, Missouri.  Note that in 1876, St. Louis split
from the old St. Louis County so there is now a
separate St. Louis County to go with St. Louis City
(County).  So, again, St. Louis City is the name of
the county that contains St. Louis!  I believe there
are other instances in the U.S. where this may be the
case.....
