For some reason there was a choise that the text right of the check box has to be part of the hot spot. I donot know whether this is a must in Windows or not. As support said, the length of the hot area has to do with the length of the words for private in other languages
The word "private" in for instance swedisch is "konfidentiell" , much longer as private. So, my conclusion , the hotspot can be as small as the programmers want.
