Legacy will use "ibid" if you tick this option. Options > Customise - Sources Tab - use ibid. for repeating Master Sources. There are varying conventions applying to footnotes/endnotes and some don't include ibid and more don't include op cit although I grew up with them as standard.
As much as possible, I suggest you do the editing in Legacy itself so that it doesn't have to be redone next time you produce a report.
On the other hand, if you are writing a book for publication, I guess you are wanting to incorporate Legacy Reports rather than them being the sole content.
Legacy only produces endnotes currently and it doesn't produce a proper bibliography. Endnotes aren't exported to rtf as endnotes/footnotes. I can see that it would be helpful. For now I think you're left with making them real footnotes individually.
What a horrid thought. :-( I'd never finish.
I stayed with the Legacy file and edited the notes and events until it read reasonably and didn't try to edit the report. But I only published pdf reports on CD rather than in a book.

I am getting ready to publish. I create a descendant report, open it in MS Word and then, of course, I start to edit.... and edit... and edit. This means I need to add, delete and move around footnotes. Further, I want my footnotes to be true footnotes -- the kind that uses ibid, op cite etc. But I can't get my word processing program to recognize my source citations as footnotes. I can use the table of contents feature to create a TOC and the indexing feature to do that.... but I can't figure out how to get it to treat my footnotes as footnotes. Another thought that struck me is that I could export my sources into software such as Pro-Cite or End Note, then use that to create footnotes, but I can't figure out a way to export these sources either; only create a printable copy of them. Am I missing something or do I need a feature that simply is not there? Must I really go in and enter every footnote by hand if I want to have a properly cited written product?
