Why not simply remove whichever event field you don't want to see? You have
that choice on the Edit an Event Definition screen.

I agree Margaret there isn't any functional difference.
It just makes the storage of information more efficient,
because for a fact like eye color there isn't a blank time
part of the data structure.  In my Opinion, it is also cleaner to
have facts displayed as facts with just a single fact
field and events displayed as events with both a
date field and a location field.
