I think the problem is you are trying to launch your scanner software from within Legacy and it isn't giving you all the options to scan.
You should scan your images in your preferred scanner software (outside of Legacy) and save them as .JPG files. (Legacy launches your default scanner software. Your scanner software you are using to scan your slides may or may not be your default software.) Once you have them scanned and saved in the correct format and correct folder, you can then attach the files in Legacy.
