OK, thanks to Jenny and to Sherry at Support, yes renaming the downloaded 
file Legacy5Setup.exe to LegacyNew.exe appears to have worked.

To elaborate a bit, I did not use the Update procedure from within Legacy, 
but rather downloaded the the full file from Millennia, then renamed it.

I did NOT uninstall the October build which I had installed in C:\Program 
Files\Legacy5\, but DID first delete the folder C:\Legacy\ (actually about 3 
or 4 times!).  I did run Registry Mechanic just prior to re-trying the 
installation of LegacyNew.exe, although that may not have been necessary.

My customized USR and other files appear to have remained intact from the 
earlier version.

As have most of us users, I've installed numerous build updates, and this 
issue never arose before - all the previous updates that I can recall 
installed properly using /Internet /Check for Legacy Update and following 
the direct procedure to install.  This is a new foible which did not exist 
thru last October.

Definitely the Build Update menu needs to include some special instruction 
if it is going to remain this way.  Ditto the download page on the Millennia 
website.

Anyway, I'm a happy camper again, so thanks much!

response I received from Sherry:

You need to uninstall Legacy and then with Windows
Explorer, go to the hard drive and completely delete
the c:\Legacy folder.

Then, when you download Legacy again, rename the
Legacy5Setup.exe file to LegacyNew.exe (case
sensitive) and you'll be given the option where to
direct the update..
