Cathy,
General notes are best for biographies and most likely to survive file 
transfers but how are you planning pictures? Right-justified event pictures 
don't look very good without notes in automatic Legacy reports saved as PDF. 
Small size is okay for face pictures but useless for gravestones or group 
pictures.

If pictures are intended for RTF Legacy reports, what size should images be 
saved? The current build of Legacy 6 seems to be missing the spouse picture 
from the Narrative report saved as RTF. Eleanor has a picture that shows in 
Preview of a report started with Asa Brown from the sample file.

Are you using a non-Legacy method to print pictures? That method is okay for 
a one-person project but researchers might want to share a CD-Recordable 
with a Legacy book and all pictures. -- Elizabeth
