Any program that will handle a plain text file can be used to edit or create a page of html. None will cause any problems -- any that occur are the result of the editor's ability, not the program's. I build and edit all my web pages using UltraEdit; I can also recommend the HTML editor by CoffeeCup Software. Whatever your choice, don't ever use WYSIWYG; there are many on-line guides for learning basic coding and you'll be far better served spend a little time in study then falling victim to the seduction of quick and easy automation.

As for Frontpage, the less said the better.
