It did not work but I think I know why. I have entered, for example,
Pittsburg, Crawford Co., Ks. When I remove the period after Ks. it will
change. If I have Pittsburg, Ks (no period) it does not change, when I
add the county it changes. If my theory is correct, how do I remove all
the periods? ;-)

Why don't you try this really easy method?
1) Click on View > Master Lists > Location > Option button > Expand/Contract
2) Click on Expand Long Location Names. Click Continue.
This should unabbreviate the states for you.
