Donald, this is *bad* advice!!

The files as received from Millennia should *not* be edited. These
files may need to be replaced by Millennia as part of an update. If
that happens then the user's edits will either be lost or the
original file will not be updated.

Millennia's instructions are to *copy* the file you wish to
edit/change and rename it by adding "-Alt" immediately ahead of the
period -- so for the above file the user's edited version would be
GeoExtraCodes-Alt.txt The instructions further say "It's important
that you make copies and don't change the original files. If
you edit the original files and change the filedate then you may not
get updates of the files with new builds. So, copy the files and
work with the ones you added the -Alt to the name."

When Legacy needs to use one of these Geo files it first checks to
see if an -Alt file exists and if so it uses it instead of the
Millennia-provided one.
