In addition, capitalisation of surnames in reports is a convention in on-line 
forums, so that people can quickly see whether there are any of the surnames 
that they are interested in in a particular documents. 

But this does not eman that surnames should be ENTERED in a genealogy program 
in all caps. Legacy allows the printing of all caps surnames in reports where 
appropriate, but you can also chose not to do so where it is not appropriate. 
So surnames should preferably be entered in upper and lower case, which gives 
you more choice over what to do in reports.
