Yes, Clipboard is definitely a "program" within Windows (and has been
there virtually from day "one" :-)). In Windows XP it is "hidden" in
C:\WINDOWS\system32 as "clpbrd.exe". If you "run" it from there, it
will show you just what you last copied as its content. However, there
is never any need to "run" it from there as it is easily involed by
using the "copy" command from any application. It will only retain the
last item you copied. If you copy something else, it will overwrite
the last entry.

In MS Office, however, the "clipboard" will save the last ten items.
Once you copy the eleventh item, the first one is removed.

Windows clipboard is a virtual thing - meaning you don't actually see
it. It is not a program. What the computer is doing is saving the data
you copied into its memory. When you are ready to paste, after opening
the email, the computer will paste the contents of this memory after
you do the paste command (Control-V).

If you ever want to see what is in the "Clipboard" at any time, you
can open up a MS Word document and press the paste button, or type
Control-V, and it will "dump" the clipboard comments out for you.
Clipboard memory is erased each time you shut down the computer.

All sorts of things can be saved to memory: text strings, images, web
site URLs. Just be careful that when you copy something into the
memory, that you paste it fairly soon after, otherwise you might copy
something else into memory, and that overwrites the previous
selection. Only one "item" can be saved at a time.
