Actually, I think this could be the "final" approach as far as the
core is concerned - i.e. it probably won't need modifications (apart
from bugfixes), but the rclick.py functionality can be implemented in
terms of this - that is, the rclick.py can be "emulated" by this, by
implementing one handler (rclick_classic_handler) that creates the
actions according to whatever is coded in rclick.py.

OTOH, all of it may be too complicated to spend time with at this
point (rclick.py has a pretty complex approach to menu creation). It
may be easier to provide the wanted popup menus by just implementing
them directly in the plugins.
