This is really the heart of the matter.  At present, Leo assumes there
is exactly one commander for each outline, and an outline can appear
only once.

In the new world, one can imaging many "copies" of an outline in the
main window.  I'm not sure this would be useful.  For sure it would
require some new code.  I don't think it would be a huge project, but
it certainly would be non-trivial.

For now I think it makes sense to retain the one-outline-pane per open
.leo file assumption.  However, it ought to be possible to put
outlines for *different* .leo files in the same Leo main window.
Furthermore, it might actually be easier to implement multiple body
editors with the new scheme: the present scheme is pretty much a hack.
