For now I think it makes sense to retain the one-outline-pane per open .leo file assumption. However, it ought to be possible to put outlines for *different* .leo files in the same Leo main window. Furthermore, it might actually be easier to implement multiple body editors with the new scheme: the present scheme is pretty much a hack.
