The new tokenizer is on the trunk at rev 4718.  For the first time,
the underindented html comment unit test passes, as do all other
tests.  Furthermore, Leo now claims to import a very messy file,
data.html, that has caused all sorts of problems previously.

The tokenizer scheme looks like a complete success.  However, more
unit tests of some of the new code are needed to verify that the
tokenizer-based verification doesn't pass imports when it shouldn't.
Those tests are next.
