To the first approximation, everything in an @rst tree is just rST: that 
is, plain text or rST markup.  So @...@c is *just text*.

**But**, as an advanced feature, the rst3 command treats *some* @ sections 
specially, namely @sections having the form::

    @ @rst-options

Newbies (and almost everyone else) have no need for such sections, and 
that's why they are gone from the third draft of the rst3 tutorial.
