Good question.  The most general answer is, it depends.

All of Leo's docs come from LeoDocs.leo, so it's natural to put the setting
there, specifically:

    Startup-->@settings-->Plugins options-->@page rst3 options

Otoh, if many Leo files contain docs, it may be reasonable to put the
defaults in myLeoSettings.leo and just put the overrides in each .leo file.

But in other situations, where defaults don't make sense or can't be relied
on, then the safest thing to do would be to put all rst-related settings in
each .leo file.

Yes.  All my .leo files start with a "Startup" node containing settings,
local @button nodes, scripts and anything else related to the file that I
typically don't want to see.
