Multiple @language directives should suffice:

@language python rst3tag='example'
stuff to be included
@language python
stuff to be excluded

Also, we could define "heritable" sets of arguments in @data nodes.  
Something like:

@language python args=@data my-args

None of this is possible with org mode or jupyter.
