From the LeoCAD FAQ at http://trac.gerf.org/leocad/wiki/FAQ

5. I found a new LDraw piece and I would like to use it in LeoCAD, how
do I add it to the library?

Just place the piece and all its unofficial subpieces and primitives
properly in the LDraw folder (you must have the LDraw library installed
to do this).

Open LeoCAD, go to the Piece Library manager (in the File menu) and then
select Import Piece on the File menu of the PLM. Once you import all
pieces restart LeoCAD and they should be visible in the library.

(addition by me: I've found that the PLM can seem to be unresponsive.
If there are no problems with a part import, it just silently sits
there; when normally you might expect bells and whistles and fireworks
to go off. That only happens if there's some problem, like a missing
sub-part. You also have to restart LeoCAD to see the changes; so a lot
of people (including me, on occasion), have decided that this part of
the program doesn't work, or doesn't do anything. But it does...)

HTH,
