Which is my point. Where that notice appears on the page, make hasn't been run for shadow yet, so 'Shadow with Cracklib support' hasn't yet been built, regardless of the user's decision. The note appears after configure, but before make, so the choice has already been made. Cracklib would have already been built, or not, and the configure switch already run with or without --with-cracklib.
