How sure you are it's an alarm, and not the sound a dead PSU makes? I'm not clear about the actual symptoms you are having. I'll post my understanding, you correct my mistakes. You have two "computers". They are both architecturally PC's (not actual purpose-built server hardware). One is a "test machine". When the mains power is applied to its PSU, a noise is heard? The "test machine" does not boot. How many beeps does it make when you press the "turn on" button? The second machine is "the server". Its problems are my main confusion. When you plug it into the mains (apply AC to the PSU), nothing happens - as it should. When you press the "turn on" button on it, it also starts to produce a high-pitch sound? Does it boot? How many beeps does it make? I'm assuming I understood the problems correctly. Then, the "test machine" may have a broken PSU, that needs replacement. "The server" may or may not have a broken PSU, depending on what it is doing. Note that a PSU that broke out of the blue may have damaged internal components. If you have a third computer about, it would be worthwhile to transplant the disks and check if they are still alive and the data readable. That way, you will know if it's worth investing time into repairs. The PSU may or may not have died for no good reason. How old is it? Most consumer electronics are not built to last more than five years, some fail even before that. If the PSU has a control IC (and it probably does), it could fail quickly after the five years pass. The "surgemaster" thing also may or may not have some interesting electronics in it which may or may not have failed (and destroyed both PSUs simultaneously).
