So, it is normal that glibc-2.17 is searching for gperf?

No. Tools that may be required for developers are as follows:

gperf
GNU autoconf
GNU gettext
GNU texinfo

If changing any of the configure.in files then GNU autoconf will be needed

If changing any of the message translation files then GNU gettext will be needed.

Not sure about gperf, the GNU C Library tools for compilation page doesn't say anything about that.

And texinfo for when changing any of that related portion. GCC will use it when modifying gperf input files to regenerate associated header files. So may GNU C Library will use it for the same thing.

Sincerely,

William Harrington
