I want to verify my understanding of Native Language Support.

If I build a package and use either --disable-nls or --without-nls, whichever is appropriate, in the configure phase, then the package installs in the language corresponding to my locale and there is no capability for someone who speaks, for example, Spanish to change the locale and see everything in Spanish. Is this correct?
