We build it in chapter 5 so that it is available at this place in chapter 6, but not cluttering up the finished system. Did it install in chapter 5 ? In other words, does /tools/lib/pkgconfig/check.pc exists ? Take a look at config.log in the kbd directory to see what exact commands were run. I'm guessing it only looks for check.pc at that stage, but maybe there was something else.
