We build it in chapter 5 so that it is available at this place in
chapter 6, but not cluttering up the finished system.

Did it install in chapter 5 ?  In other words, does
/tools/lib/pkgconfig/check.pc exists ?

Take a look at config.log in the kbd directory to see what exact
commands were run.  I'm guessing it only looks for check.pc at that
stage, but maybe there was something else.  Easiest to look at that
from a term on the host where you can use view or less, whichever
you are more comfortable with.
