DJ, Given that a microcode update would apply to all processors of a given type and given this is a security related matter, the chances are very good that *somebody* will extract and "leak" the microcode files to the public even if Intel/AMD does not (officially) do so. IMHO, tis kind of silly of Intel/AMD to expect microcode updates to come only by way of BIOS updates given how reluctantly motherboard makers issue BIOS updates.
