Unfortunately, running these commands did not fix the issue even after
exiting and re-entering the chroot environment. I also changed my
/etc/profile file:

# Begin /etc/profile

# export LANG=<ll>_<CC>.<charmap><@modifiers> translates to:
export LANG=en_US.utf8

# End /etc/profile

But still I cannot use the uppercase 'M' for some reason. Like I said, it's
only in the chroot environment, and the issue was not present during the
/tools directory-build process.

So something I did between the start of the package install steps and the
end caused this issue I believe. I just have no earthly idea what it could
be, and there isn't anything online that comes even remotely close to being
similar to this issue.
