Cygwin has supported it (IIRC) since the late 1.5 days, and the switch was flipped to make that default since the first 1.7 release years ago. It seems 1.7 also introduced a hack to make unicode filenames accessible even if the user uses a non-UTF-8 CTYPE[1], so it should be fine everywhere.
