No, sorry:
My knowledge of rtp is limited, I just suspected that H.264 over rtp needs
the sdp file (to get SPS and PPS / extradata).
If your stream is already in Annex B, I would have expected FFmpeg's
parser and decoder to be able to handle it (no matter where your input
data starts).
