So at the point of 7 fps time difference is 143 milliseconds, and lets say
you are at the 15-th something second of your movie. AVPacket->pts should be
one from the last iteration ex. 15375 added to it 143ms difference so it
would be now 15518.

It really works perfectly and reliably.
