I've tested on compiling and running under cygwin. I was able to read
CD-Text information for the burned image.
The steps I used to create the disk were as you described. Both cdrecord
and wodim worked.
$ cd libcdio/test/data
$ wodim -dao -text cuefile=cdtext.cue
