With the changes I was able to get a build such that libcgroup.so is
not compiled with -lpam which is not required for the libcgroup.so
build. It is libcgroup-pam that needs pam.
In src/pam/Makefile.am, we have an explicit
pam_cgroup_la_LIBADD = $(top_srcdir)/src/.libs/libcgroup.la -lpam
May be I got the patch wrong (it is late in the night), but what I
really want to do is enable with_pam only for libcgroup-pam.
