This discussion is something that really should be vetted privately with immigration groups working on this. There is a lot of fear stoking migrants' anxieties right now, and misinformation swirling about what's happening. I suggest connecting with United We Dream, Make the Road NY, or DRUM, for example, before going too far down the road with thoughts of design or development.
