These nicknames make no difference. What Chaney does is perusing a free market
option. The only thing that makes him different is that he does it ruthlessly.
Capitalism and mercantilism are inseparable, whether you like it or not.

Whatever you want to call him, he is not a capitalist.
"Mercantilist"? (I need to look more into the term.) Pursuing
profit through government corruption/collusion and through the
non-consensual harm of millions of people is anathema to
capitalism. How about "conqueror", "pillager" , "thief",
"killer", "criminal", etc, etc? The better question is: why do
you imply that he is a capitalist?
