ANYWHERE in the world private toll roads are expensive. In Brazil, people may spend more money to pay for tolls(In private roads) than they spend on gasoline in some routes. Something like 20 miles of highway drive may cost you something like two dollars(In a country that has a mininum wage lower than 100 dollars). And some of the toll roads where built in 1950s! (By the way, most of the roads that doesn´t have tolls are in terrible conditions). Most americans tourists that travel to Mexico complains about the tolls of the highways. That doesn´t happen because the private companies that administrates these highways are greedy or whatever. It´s because highway maintence is expensive. When I wrote about the 70% of the gasoline taxes used in highway financing, I was referring to the Interstate Highway System. If you consider state owned highways, this percentage may be smaller. In less than 10 years, a road with asfalt pavement has to be repaved. And do not forget things like the maintence of bridges. Without government support, it would be impossible to have so many highways. No one build a highway cutting the desert because it was profitable. The federal government threw away the 10 amendment, and build highways that were a blow to private owned railways. If you use money from carless people to subdize highways, you FORCE carless people to buy a car. One may hate to drive, but he will HAVE to buy a car to have some mobility. In most states of the United States, if you don´t have a car, you go nowhere.Considering the subsidized highway system, the only way to have mass transport is.. offering subsidizies to mass transport! That´s insane. There is should be no gasoline taxes, no federal owned highways, not a single highway without a toll. If you use a road, you must pay for it.
