I stand by the second quote.  I most certainly believe that.  
Operative word is "possibly".  Do I view Bush as "possibly one of 
the most libertarian Presidents in US History."  Still do!

First quote, come on James, nice try, but you obviously know that 
was a slightly sardonic headline.  Not to be taken literally.
