Or how about if I purchase software made by a company based in the US but produced overseas? What if I only download it rather than have it shipped? What if I don't even download it at all but just access it online? Give the politicians a way to tax things over an arbitrary border and they will find a way to tax such purchases even if they have absolutely no hand in protecting the trade.
