That’s like suggesting it’s not an initiation of force to arrest someone for 
smoking a joint because they CHOSE to smoke the joint while knowing it was 
against the law. The fact is that some people choose to charge others a tariff 
because they believe in a border, just as some people choose to incarcerate pot 
smokers because they believe that is necessary to curtail drug usage. Just 
because those people make up the majority in a particular region does not mean 
they aren’t initiating force against the minority.
