One of the underlying principles of central government army building is to
move troops to locations where they are least likely to know any of the
locals. That way, if there is unrest in some region, the troops stationed
nearby will be far less likely to hesitate when ordered to shoot those
locals though they may be fellow countrymen. I'm not sure why you think this
is a better option than private security provided people whom you know and
who know you.
