Apples and oranges. HezbAllah is only part of a government. There are some Judaic political parties within Israel that are just as draconian.
And remember that Israel IS a theocracy. And a very socialist one at that. But the overall government of Lebanon is just as liberal as much of Israel, with gay bars and nude beaches (though not in the southern HezbAllah areas). You can even get a cheeseburger in Lebanon, something that is illegal in much of Israel because of the Judaic dietary prohibition against eating two or more meat sources in a single meal.
