While I support your ultimate aims, there is no enabling legislation 
(that I am aware of) - capable of garnering sufficient support - to 
simultaneously accomplish your objectives.

As an important beginning, FairTax solves some key basic problems 
(apart from any future fears you may have about what politicians may 
attempt to do to distort it):

* Eliminates the tax code and ENDS withholding (beginning 
the "revolution" referred to the end of your post)
* Truly simplifies the system (returns time/$$'s to we, the people)
* Creates options for the taxpayer, when and how, s/he pays taxes
* No more returns, audits, interest, penalty, fear and intimidation 
against families by the IRS
* Removes business income and payroll taxes, which removes expense 
from the cost of production and enables our products to complete in 
global markets.

If we can organize around the motivating principles that brought the 
FairTax about, we can begin to reorganize people's mental schemas 
that have been corroded by ~60(?) years of the gov'ts systematic 
drainage of our wealth through withholding, and having to file 
increasingly complex returns just to get back what wasn't due to 
begin with.  (And, if you file later than 3 years - that is, if they 
can hold your money longer than 3 years, THEY GET TO KEEP IT - 
telling you because you didn't meet THEIR timetable, you're no longer 
entitled to YOUR money!)
