Yes they do, and if you answer with a vague statement that it will not 
be practical to vote in person, that will be accepted. I normally vote 
absentee, and have done so for years, just for the convenience of it and 
to enable me to take my time making my choices. One can use a sample 
ballot, of course, but for my jurisdiction is it almost more difficult 
to get a complete and accurate sample ballot than the real one. Voting 
absentee, I can do an end-of-campaign-period survey of all the 
candidates' websites and everything I can find on them, and perhaps call 
a few people who know the candidates well, both their supporters and 
opponents. I usually devote an entire day to voting this way.
