I never use the form. I just send a letter asking them to send me the 
absentee ballot to my Austin address. They do. Many other friends do the 
same, usually just sending it to their homes in the jurisdiction. It is 
easier for the registrars to just send the ballots.

Don't be too impressed with laws and forms, or too willing to overcomply 
with them. In practice things can be much more informal.

Similarly with campaign finance reports. If you are late and they send 
you a demand to pay the $500 fine, and you just ignore it, chances are 
nothing more will ever be done about it. No budget for enforcement.

In practice, if not in principle, Texas is a lot more libertarian than 
it appears to be just because enforcement is so lax. f there is no one 
pushing for enforcement with an adequate budget, it won't happen, unless 
there is some political advantage in doing so.
