I suspect that many - if not most - "Americans" did choose NOTA
in 
1788 and that only a few actually participated in - or even cared

for - the events unfolding in Philadelphia. And I also suspect
that 
many - if not most - "Americans" were content to take their
chances 
among the "merciless savages", as you in your racist zeal portray

Native Americans, rather than subject themselves to any central 
authority beyond their control. That certainly became the case
after 
the constitution created that central authority.
