adding separate QoI object. Note that the internal API for the QoI
functors in FEMSystem had to be updated to provide a non-const
diff_qoi pointer. OK for trunk after a day or two on the list
(assuming no one has any other ideas)?
Looks good on first read-through; give me a bit to try it with a
couple of my apps (and Vikram too if he's got time) before committing;
should be good to go unless someone screams by Monday.
