Do not underestimate the amount of work this entails.  For example, the ASF
takes security very seriously.  The reason why Tomcat did not have a bug
tracking system for a long period was over security concerns.  Then after
security was broken - with the bug tracking system providing a vital link,
the bug tracking system used was removed.  This was followed by another
long period whereby there was no bug tracking system - followed by an
offsite bug tracking system, finally followed by a new bug tracking system.
