I think this item kinda hits the nail on the head as far as most of the
disagreement going on right now. So perhaps nailing down what the specific
"Goal" or perhaps "Range of goals" are could clarify this? Here is my
somewhat vague understanding of the goals of this project:

"To create high quality components or tools that are commonly used by or
alongside other products of the jakarta project as a whole."

Now, in this case create is fairly open. This can mean:
 * Having someone from a jakarta project donating the code as a starting
point and the interested committers from within jakarta get together and
get the code molded into the vision of a well-specified tool that fits a
general need, with wrappers to fit that generalized tool back into the
other products in jakarta

OR

 * Having the interested parties specify an API for the 'ideal' shared
tool and looking through the existing code in jakarta...

OR

...insert many other options.

It seems that the discussion is quickly becoming a battle of the specific
visions of how to reuse. I don't see how that moves us any closer to what
I understand the goal to be, but that could just be me misunderstanding
the goal. Any thoughts?
